Bring the public decryption functionality (anyone can decrypt, useful for seal bid auction, enables timelock encryption) and randomness beacon (useful for lottery, PoS elections etc)
Deliverable: Public decryption on any condition (including time) featured on the running testnet. Randomness decryption functionality implemented (maybe more work with it)
