Goal: Non-voting participants can listen in on Granite’s pubsub channel and form a finality certificate to checkpoint a tipset on their end.
Requirements:
- Listen in on the Granite communication
- Validate only the final messages required to form a finality certificate
- Form the certificate and pass it onto Certificate Store
