Passive F3/Granite listener

Goal: Non-voting participants can listen in on Granite’s pubsub channel and form a finality certificate to checkpoint a tipset on their end.

Requirements:

• Listen in on the Granite communication
• Validate only the final messages required to form a finality certificate
• Form the certificate and pass it onto Certificate Store
