Testnet v0.1: Initial Consortium

Goals

The main goal of v0.1 is to:

Bootstrap an initial consortium that will scan the network
Support scoring of Filecoin Storage Providers only
Have a basic MVP protocol running on FVM (or on Ethereum)

Protocol

The protocol for v0.1 will be a simplified version and it will be useful for bootstrapping the network.
