Granite outputs a signal when new finalization happens (integrate granite loop with F3 module)

Granite needs to notify when new checkpoint is reached

This can probably be achieved in the F3 module

Should be a common path between active granite participant and Passive F3/Granite listener

Certificate Store should receive the notification and start-up necessary operations

These might be:

• Triggering Sync&Checkpoint
• Triggering Finality Certificate Exchange sync
